Position Summary 

The HSES Manager will provide HSES leadership, expertise, and strategic direction for the Sidney facility. The HSES Manager is an integral member of the Plant Management Team, supporting and advising site management regarding all HSES requirements. They will formulate a proactive strategy that is results oriented and develop a vision for HSES, that includes, compliance to all legal requirements, continual enhancement of established programs and consistent implementation of new programs within a team environment. The successful candidate will lead the effort to eliminate, prevent, and reduce the occurrence of safety, health, medical and environmental issues. Additionally, the candidate will facilitate and promote the development of an effective safety and environmental culture which aligns with Edgewell’s purpose, values, and behaviors.

 

Essential Functions

  • Maintains the HSES management system.
  • Responsible for all health, safety, environmental, and sustainability (HSES) programs at the Sidney facility, including all rules, standards, policies, and practices.
  • Oversee and manage site security team and all security related systems, requirements, and activities.
  • Partner with management and stakeholders when implementing new or updated HSES programs and drive employee engagement.
  • Partner with management on business, organizational, and HSES programs, provide advice and guidance, and serve as a member of the management team.
  • Manage execution of HSES related capital projects for the site.
  • Supervise all interaction with regulatory agencies to verify compliance, resolve situations, and maintain a cooperative working relationship.
  • Identify and implement effective programs to meet all OSHA, VPP Star, SARA, CERCLA, RCRA, CAA, CWA, TSCA, DOT, cGMP, and OEPA regulatory requirements.
  • Responsible for meeting all site environmental requirements (hazardous waste, air emissions, water, storm water, etc.) to ensure regulatory compliance.
  • Investigate HSES incidents and accidents using EPC approved root cause analysis and ensure appropriate corrective actions are implemented to prevent future occurrence. Recommend the design and implementation of new programs, as necessary, to minimize company losses due to accidents/incidents.
  • Partner with Human Resources and/or other appropriate stakeholders to administer drug and alcohol screening program, as needed.
  • Review/report HSES incidents and complete necessary documentation for insurance carrier, risk management system and corporate HSES staff, including workers compensation case management.
  • Ensure appropriate implementation of facility safety program required activities such as hearing testing, industrial hygiene, and respirators.
  • Ensure all machine safety risk assessments are completed and current for site equipment and corrective actions are taken to address deficiencies. Ensure safety guarding and control reliable systems meet standards.
  • Manage all HSES Management System-related activities including, annual risk assessment of site-based activities, defining training and communication strategies, developing and providing meaningful performance metrics, performing program audits and preparing an annual management review.
  • Regularly inspect and review plant operations to assure regulatory compliance, including conducting frequent combined safety, security and environmental inspections and audits in the field. Possess the skills, knowledge, and ability to take immediate corrective action for findings, if required. Report all safety and environmental violations and recommend correction actions.
  • Support EPC’s sustainability goals by leading facility efforts to implement waste reduction and recycling programs and show progress towards landfill free attainment. Additionally, partner with facility stakeholders to optimize or reduce the facility’s energy and water usage.
  • Coordinate and/or manage all HSES reporting and recordkeeping requirements. Ensure all required reports to regulatory agencies are submitted in a timely manner.
  • Responsible for ensuring that all HSES policies, procedures and practices are reviewed on an annual basis, or when change occurs.
  • Ensure all HSES awareness and authorized training programs are completed as required (e.g., LOTO)
  • Ensure all Job Safety Analyses (JSA) are prepared, implemented, and maintained.
  • Respond to facility emergencies at the site including medical and industrial emergencies and hazardous materials spills and/or releases. Report events to local emergency agencies and coordinate response, as needed.
  • Ensure facility complies with all EPC HSES corporate requirements, including policies, standards, scorecards, reporting and recordkeeping.
  • Hosts and participates in corporate HSES audits.
  • Participates on global HSES calls and activities, as requested.
  • May also perform additional duties, as assigned.

 

Required Skills and Experience

  • Bachelor’s Degree in a related field, technical discipline preferred
  • 5 or more years of management experience, in a manufacturing environment, including managing comprehensive health, safety, environmental, and sustainability programs.
  • Technical knowledge of: OSHA, RCRA, DOT, CWA, SARA, CERCLA, CAA, TSCA, ANSI, DOT, ACGIH, cGMP, OEPA
  • RCRA Hazardous Waste Training
  • DOT Hazardous Materials Training
  • HazWoper First Responder Awareness Training
  • Experience with developing, implementing, and maintaining safety culture programs.
  • Experience with machine safety risk assessment techniques and functional safety/control reliability requirements and standards (e.g., ANSI, OSHA).
  • Experience with root cause incident investigation techniques (Tap Root training preferred) 
  • Experience developing and implementing programs, policies, and procedures including:
    • Interpreting and applying department policies and procedures.
    • Interpreting and applying applicable laws, rules, and regulations.
    • Facilitating and resolving sensitive health, safety, environmental & sustainability questions, and concerns.
    • Working as a member of a management team.
  • Site security management (security staff, systems & alarms, access control, policies & procedures)
  • PC skills; Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Teams); and other applicable applications.
  • Exceptional communication skills
  • Knowledgeable about best practice safety and environmental approaches.

The salary range for this position is $104,000 - $156,000. Actual base salary offered to a candidate may vary based upon factors including, but not limited to, relevant experience, time in role, base salary of internal peers, prior performance, business sector, and geographic location. In addition to base salary, the competitive compensation package may include, depending on the role, participation in an incentive program linked to performance.
