Job Description

The City of Stoughton , an equal opportunity employer, is seeking an experienced, forward-thinking law enforcement professional to lead, manage, and support the operations and personnel of our Police Department. The Chief of Police position is a key leadership role responsible for ensuring effective public safety services, fostering strong community relationships, and guiding the department with integrity and professionalism.

About the Role

The Chief of Police oversees all departmental activities, personnel, and operations. This role combines strategic leadership, administrative oversight, and direct involvement in public safety functions. The ideal candidate is a collaborative leader with strong communication skills, sound judgment, and a commitment to community-oriented policing.

Essential Duties & Responsibilities:

Administrative Leadership

  • Develop, implement, evaluate, and oversee departmental programs, policies, procedures, and goals.
  • Prepare and review the department budget; assist with labor negotiations.
  • Determine staffing needs, equipment requirements, and resource allocation.
  • Maintain strong relationships with community partners, media, and other public safety agencies.
  • Attend and lead meetings with staff, the Mayor, City Council, Police & Fire Commission, and others.
  • Prepare required reports and ensure compliance with all applicable laws and standards.

Supervisory & Personnel Management

  • Assign, supervise, and evaluate departmental employees.
  • Establish organizational structure and lines of authority.
  • Participate in hiring, promotion, and disciplinary processes.
  • Ensure staff training, professional development, and education requirements are met.
  • Address employee concerns and manage disciplinary actions when necessary.

Public Safety & Operational Oversight

  • Interpret and apply public safety laws, regulations, and policies.
  • Monitor daily operations and coordinate emergency responses.
  • Oversee the communications center and review police reports.
  • Respond to citizen complaints and community concerns.
  • Inspect licensed alcohol establishments and direct major incident responses.

Qualifications:

Education, Training & Certifications:

  • Bachelor’s degree in Police Science, Criminal Justice, Law Enforcement, Public Administration, or related field.
  • Minimum five years of law enforcement experience, including supervisory and management responsibilities.
  • Must successfully complete a background check, pre-employment physical, drug screening, psychological exam, and oral interviews.
  • Residency required within 15 miles of the City.

Position Details

  • Full-time, exempt position
  • Starting Annual Salary: $105,000 - $135,000
